I'd assume that the flute would be one of the hardest instruments to circular breathe while playing. I've only ever heard James Galway pull it off well.
That guy plays that piece almost perfectly, with an amazing sound. He differs from a moderately talented guy because he can play it. He's on par with (or better than, depending on who you compare him with) any of the big-time flautists right now because he plays it so well. He maintains the clarity in his sound throughout the whole piece, which is remarkable for anyone to do. He's also the only flautist I've seen to be brave enough to attempt that piece. He makes it sound so easy, too.
There hasn't really been a flautist like him since Gazelioni back in the 40s.
