I reckon actually it would be easy if we had one enormous government called the People's Delegation or something, One guy in complete and unfaltering rule, no opposition and no one to run against him, until death when he decides a successor, he has a group of select and very close representatives and helpers. Also one Universal written language, Newspeak of course. And we all talk in Spanish or English or Mandarin.
