How could you beat enough levels in various worlds to get to the Cave of Skops without being good enough to fight another boss?

I have the PC version, and at least for me, every world was unlocked at first and you could choose which ones to beat and when you've beaten every world, you get to fight Mr. Dark or whatever his name was.
