Whichever Glukkon came up with that was a 42 carot chump. Blinding your manual labourers makes no good business sense. Better to stitch their lips, so they can see what they're doing but not tell anyone.

The idea was that if they saw what they were doing they would probably refuse to do it. It was better to keep them in the dark.
