I think there would be female Steef, yes. All species that have "queens" in Oddworld that we know off are egg-laying, and Steef are mammals, which except for two varieties don't lay eggs, and have a relatively small quantity of offspring.
Of all the Oddworld species we know are super species (only four, by the way), to the best of my memory only for one has it been mentioned whether the queens lay eggs or live young, and that's Mudokons. In addition, Glukkon and Mudokon queens have breasts - hundreds of them, in fact - so don't go saying they're not "mammals". Oddworld's tree of life isn't easily mapped onto our own.

Cool! So now I can get started on my character! :3 What do you think a female steef would look like? I'm thinking straighter horns and a more slender physique...Perhaps more feline?
