If I bought all 4-game pack on steam, and have first 2, would I be able to gift it to someone?

We won't know until the pack is released, or until we get some official news that clears that up. Chances are you won't be able to gift your extra copies. That's how it usually works on Steam, but there
are some packs that do let you gift your extra copies.
So most likely you won't be able to gift them, but there is still a chance they'll allow it.
