Yeah.
He could legitimately be as good a threat as The Joker, but they've already handled him poorly.
It's Bane or bust really. Everyone else will look like a laugh compared to Joker.

I heard some of the villains from the first two movies will be in the third and it can't be Ra's Al Ghul, unless they want to make him immortal in the movie cannon which I seriously doubt. Can't be Two Face, who's left to make a comeback besides Scarecrow and Joker?
The Scarecrow's cameo in TDK pissed me off :P he's so awesome.
