Getting people to forget about Half-Life is like getting the Jews to forget the holocaust.
Also, Ep2 had a massive cliffhanger. I doubt people will simply 'forget'.
Or, maybe Valve have writers block. It's hard for a developer to close a series with all knots tied, which Half-Life has plenty.
