The idea of oddworld was mix and match cultures together, like Chinese architecture mixed with hoover dam which was a cut part of Stranger's Wrath.
I think that tribalism is being dominated all over Mudos at least by industrialists, much as it is here. Tribalism cannot withstand since people are always looking for life improvements.
