It's when you cut the hair too short and the tip is left underneath the level of the skin. If it can't find it's way out of a pore (for which being clean and using various ointments helps), it pushes up against the skin from underneath, gets infected and leaves a blotch that looks rather like a pimple.
Using anti-ingrown cream helps, as does a mild abrasive to wear away the top layer of the skin.
