Maybe they bound their legs so that it increases blood flow to the brain.. they have big heads, probably because they have big brains as a result of the increased bloodflow.. They choose to bind their legs because they can still use their hands just fine as long as they are sitting down or something.. maybe they have some sort of bionic legs like the sligs when they're not wearing them silly shoulder-pad suits
