Unless they have manufactured signals better than radio signals! Or they are already millions of years old. which is another thing, if there is life on other planets, wouldn't it be kinda at a similar evolution state as us or less because well, it would probably have gone through things at the same time as us since the Earth went through millions of years of chaos before it became remotely habitable.
