By 'if the shotgun fires more than three cartridges', does that mean how many shots are loaded individually, or that the shotgun can fire three shots simultaneously?

its if the shotgun can
hold 3 or more cartridges, it needs a firearm license (in the UK). you can get shotguns that load up to 5 or 6 cartridges here i
think, but i'm a bit rusty.

Because of the law in UK a shotgun can only hold 3 cartridges at the most to be able to go on a shotgun licence.
