Glukkons do what they do because they definitively know that they are
not on top. Glukkons like Molluck do what they do because they fear Queen Margaret. Margaret oppresses her children because she feels the weight of responsibility to her grandmother's cryogenically frozen wishes. And there are several layers of complexity above that too.
