It's debatable, but the 'some reason' is probably that the backgrounds were pre-rendered.

AO and AE's backgrounds were mattes built from scratch with 3D modeling and plenty of image manipulation. It would have taken alot of time, money, and memory - three things OWI didn't have at the time - to recreate that look in a navigable, three-dimensional environment. They certainly did better in that regard with SW though.
