Depends on the character they're portraying. Usually, the characters in anime call for the voice actors to be very annoying, and it is the same for the Japanese voice actors. This does not mean they are incapable of pulling it back for more serious roles. Anime characters take the taco for least realistic, most overly-dramatized personas in media history. Japanese or English, the characterization is always horrifyingly grating.

I dunno, compared to some of the other anime's I've seen I honestly think that the voice acting for Dragonball Z was pretty good. Especially compared to the Japanese voices (which were just pathetic). I think the voices matched the characters and the setting of the show very nicely.
