That sounds more like an educational problem than anything else. You know what else would bring teen pregnancies down? Actually teaching kids how sex works and what condoms are for instead of constantly hammering "DON'T HAVE SEX!!" everywhere they go.
You won't stop a teen who wants to have sex and telling them they can't have it will only make them more curious. Come on, that's parenting 101. So since you can't actually enforce the foolish 'don't have sex' rule, you an at least make sure your kids are well educated and make sure they use a condom when they do have sex.
