If you're 30 and going to a 14 year old to have sex then yeah the kid is making a stupid decision. However, a 14 or 15 year old can easily fall in love with people closer to their own age, people under 20 for instance. You can not judge this shit on a global basis, as much as everyone would like to. You can't say adults having sex with minors is illegal and everyone should be shot who does it. Should we shoot an 18 year old guy fucking his 17 year old girlfriend? That would technically be illegal, right?
