The first time in the transformation sequence, I'm not entirely convinced the character was 'naked'. Those sort of sequences are heavily stylised. If you're going to have a character transform their outfit, the only viable option is to have them in one outfit at the beginning, and a different one at the end. Between, you have some kind of shiny special effect to both be entertaining for the viewer, and to make it clear that this is representing the engaging of special abilities (As opposed to the characters just running to one side to switch clothes because they don't want to get their other outfit dirty). The point is that representative aspect. The character isn't naked in the plot of the show (since this would likely attract attention from other characters), the drawing has just been drawn without clothes momentarily because the artists have to add new ones on.

By the second time, I was approaching my threshold for annoying anime and was downright confused. I haven't got a clue why there was a slowly rotating naked girl. Maybe it's supposed to represent vunerabilty or purity (you've got to remember that art has a history of choosing less obvious meanings for nudity). I don't know.

EDIT: I would call WoF a speedy shit but this took me about twenty minutes to write.
