Seeign as the issue is actualyl apparent age rather than boob size, I imagine that it's not actually based on cup size so much as general appearance. A young-looking woman with small boobs would not be allowed, whilst a flat chested post-menopausal grandmother would (most likely) be allowed.
Or to put it another way, the decision is made on a judgement of apparent age, only one factor of which is breast size.
