i thought that maybe the PC version was always this speed, and that it just slowed down slightly on PS.

The 60hz speed is the speed its meant to be played at, thats how it is on the PC and psx in america,
It was just on the psx in PAL regions like Europe and Australia we got a slightly slowed down version to match our TVs frame rates
