I used to do the same thing when I was your age. Although I wouldn't get away with it so close to the Christmas holidays.
Yes you need rep power to rep someone. Otherwise you will just rep them by 0 points.
In order to answer your next most possible question: You should get your first rep power point after about 50 posts (I think). However posts in the welcome threads (such as this one) don't count.
