I'm thinking both of them will get the unlocks simultaneously, a la Sniper vs. Spy.

So do I, but they don't release it all at the same time. Normally it lasts about 5 days with a new release a day. With Sni. V Spy it was twice as long since there were two classes. This time I suspect it will be the same, but the
order things are released will be decided by competitions.
