Try the first one. It's well-designed, humorous, and has a good system of managing your island. Did I mention it's well-designed? The buildings look so beautifully gritty and stereotypically Latin American. If you can, get one with the Paradise Island expansion pack because it has cool new buildings and gameplay factors.
I'm really looking forward to playing Tropico 3 now. Finally, my peasants will have CARS.
