I'm not swearing off negrep because I'm butthurt about being negrepped myself, that's petty. Nor do I resent those who negrepped me for something significant. It's just that I genuinely disagree with the concept of giving just anyone the ability to damage someone else's reputation. Maybe I'm being elitist, but meh.
And of course I'm not going to be bullheaded and make a big "wah!! I got negrepped!" thread/blog, it will be via PM. If someone has an issue, I'd rather hammer it out with them like adults by discussing it than hurl an egg at their head and drive off.

I still think negrep should be available, and have a set of rules to avoid abusing the system.

That would only work if mods really crack down, and it's way too much of a chore for them to rake through everyone's rep to monitor this.
Even if there was an intricate repping system in which negrep can only be given under specific circumstances, trusting everyone to be honest is where it would fail. Those who negrep maliciously could simply lie about the conditions of their offense and get away with it. For this kind of system to be foolproof, mods would have to validate any and all negreps given, which would be far too much unnecessary work.
