If you think you've been wrongly negrepped you can always PM a mod.. They can fix that stuff you know, given that they want to.
I think at some point it becomes obvious when to negrep and when not to.. Like repeatedly spamming or breaking rules.
Besides.. It's not like negrep steals a lot of points anyway. Isn't it like half the rep-power or something?
But as far as I know, VBulletin can turn off negrep completely, so it's only possible to posrep, but meh.. I still think negrep should be available, and have a set of rules to avoid abusing the system.

Meh, I never liked tattling, especially for something so trivial as the rep system.
