Leto wins no award, because he is only repeating an idea that's been floated all the way back to ClaireBear in 2004.
As for a spam section, it's never going to happen. Scientific experiments have disproved the hypothesis that initiating a Spam Amnesty Zone would draw all the spam away from the rest of the forum. If anything, the exact opposite happens; the SAZ ends up as a pussy boil on the otherwise flawless skin of the forums, spreading the infection out and causing a pox on all our houses. So to speak.
