In this case it's a failure of beaurocracy, rather than a failure of democracy. 7/8 of the state and territory Attorneys General wanted to initiate the R18+ rating for games. Just Michael Atkinson is being a douchebag. Unfortunately, the rules state that they need unanimous support to make the change.
