Or at least discourage teens from having sex, instead of having unprotected sex. But then again, both are sort of equally bad in my mind.

You can't stop teens from having sex, the most you can do is make sure they're properly educated and have at least some sembalance of knowing what they're doing, hence the overly preachy sex-ed.
