It technically already is in Spain. There's no actual law against public nudity in Spain, as I was informed rather randomly about a year ago.
And on the topic at hand- I believe exposing children that young to sex in any form is a bad idea. Yes they may well touch whatever body parts they wish anyway, but they don't know why. Explaining it to them...just opens up problems in my eyes. Leave sex ed as it is, don't make it any earlier. Not for childhood innocence or whatever but simply to avoid problems- you get a kid knowing about the workings of sex so young, their interest in it will be induced earlier, potentially leading to more underage sex issues.
