That should be a concept design of a Meetle; a type of wildlife that Munch could've controlled.
Those aren't Fuzzles. Those are baby Meetles. Munch was suppose to raise Meetles throughout the game that could later collabarate with Abe's Mudokons as a method of transportation and attack. (
