Maybe all the Glukkons would have medals originally, but then they made 'non-general' Glukkons like Phleg and Aslik later.
By the way, the above posters name made me think of a funny lyrical parody;
(Director Phleg): "Now I ain't saying he's a Bone Digger, but I'm not messing with no broke-broke"... (laugher ensues, possibly).
