Even if you dont want weapons confined to a character class type... I could have it so Industrial players can pick up Native weapons and visa versa,

That seems the best idea, although there might have to be some limitations. Maybe some weapons can't be taken into water, etc. Maybe you can mount weapons onto the Elum, as they're hard to ride unless they're tacked. Not like Abe, who rode his bareback. xD
