I went to school with a guy who was one of 17. Admittedly, they never actually had all 17 living in the one home, seeing as the oldest were married and popping out their own kids at the same time as the youngest were born.
They all turned out surprisingly normal, if a little biased against religion and swearing to only have one or two kids themselves. If anything, it taught the kids to be well behaved and responsible, because they all had to help out and take care of each other.

On the flipside, however, there's this batshit insane clan in Trenton who live with an enormous garbage container out front. The kids often go into the neighboring Trailer park and creep. (Break in and steal while the occupants are home.)
Chances are, the guy you met had relatively competent parents.
