It is indeed, in all aspects but one: longevity. I literally have done everything in Fallout 3, bar finding the Firelancer via random occurance or whatever. hopefully there'll be some DLC for the game soon enough.
If you're playing the console versions, have you noticed the Downloads menu option only comes up as soon as you finish the game? Like, only then. If you turn your console off and on, it'll be grey until you finish the game and go back to the menu again.
