In the case of most American schools i've been in, yes. American schools suck. I'd prefer a little international school like the one i'm in over an American school any day.
Most the people in my American schools were spoiled brats. What I think they really needed was to be hit every once and a while. That's what sucks, though; the good-mannered, respectable kids are the ones who've been spanked, while the brats who think they can do whatever they want have never been and will never be hit in their entire lives.

It’s been the opposite with me, the public American school that I went to had students that were more respectable, less spoiled, and did not think as highly of themselves, compared to the international school I went to. There was about the same amount of actual violence in both schools. If anything the ones that haven't been spanked are the ones at the international school I've been to.
(Plus, the public school had higher level courses and we didn’t have to were uniforms).
The public school did have all the stereotyped “clicks”, but that’s just because it had 2,000-3,000 student and not even half of the student body were in these clicks.
As for the whole class system, it really just depends on what school you go to; some do, some don’t.
Look under lining point I want to make, if the school doesn’t do anything, it’s because they don’t have proof, or you’re in a really bad school. Making people look dumb can work, but what annoys them (bullies) more is note being intimidated or affected by their bullying. This can be a good or bad thing, but if it escalates most facility know though that if they come to the middle of the fight, the one that’s upset and red is the one being picked on.
