I'm using Click Team's Multimedia Fusion Dev, it should make the coding quick and easy, yet still have excellent quality.
For cut scenes I'm not sure, most likely Blender 2.46, if not I may have to do spriting movies.
The finished game will be download-able free ware, on EXE format. There will be one or two demos, just to make you sure I'm still working the game.
