I think he meant it was a terrible ending for the well-intentioned natives, and a good one for the wankers. But I could be wrong.

I suspect that he means that things will be bad for everyone. In my imagination, that means that the industrial economy and society will be destroyed but there will be anarchy in its place, rather than happiness for the natives.
