Those "parents" are sick, sick people.
They deserve to be punished/killed for such atrocious crimes. I don't like children very much but I am against child abuse. I do believe that a smack on the bottom will give a child decipline, but beating a child just because he can't count to 100? Sick. And beating a child with electrical cable just because she refused to find her mother's jacket. Absolutely horrible. These "people" (if they deserve to be called that) should get life in prison, or the death penalty (if something like that happened here in Britain, they'd simply get a prison sentence).
