I believe, though I may be mistaken, that after all the fun had beating your marquee into shape last time it got glitchy, Alcar changed the forum settings so that no one (who didn't have one already) could set up a marquee in their sig. Which would explain why you can't edit it now.
As for why its glitching again, you'll have to wait until one of the admins shows up; possible cause is alcohol-related.
