The rules exist for a reason OANST, and your spamming has increased a lot recently. Max agreed with me that you need to be reminded of certain things. You may have been around a lot longer than most, you may be one of our physically oldest members (though you've been acting like a 13-year-old recently) but you're not above and beyond the rules.
You break the rules a lot, you get infracted, regardless of who you are. It's not hard. And I'm not the only mod who wouldn't mind seeing you banned for a month if you don't remember it.
(And in answer to your question, mods can infract a member for rule-breaking in any forum, but can only moderate threads and posts in their own.)
