It may be 'natural' but that doesn't make it any worse, does it?
Oddworld may be different from Earth, but that wouldn't explain such varying levels in different tehcnological fields in the same place (rather than the variation between third world and us etc.) Oddworld is vaguely based off Earth, so this is still a confusing issue.
