ooc: It's a fairly basic action, he's not badly hurt and its not the sort of thing that could miss or be dodged since Ark's back was turned. If Arkaznor had any objection (say if his character had really really good reflexes or was really steady on his feet) then he would be free to make them. If it was a serious attack, for example using a bullet, or if it would cause some lasting damage to the character, or if there was any other reason for him to object I would ask permission.

If Dionysia had slapped Skelter I would not have had the intern fall over since they seem a bit steadier than mudokons or sligs, though I might have mentioned in oocs that a slap from a mudokon ingame caused the victim to fall over and left it up to you. Then you could decide. If Skelter had seen the slap coming I would have left it your decision whether it hit at all.

When looking at power-playing you really just have to consider whether the other player has cause to object (say if the other character could either dodge or would take serious harm). If so it's better to ask or just leaveyou post with "Alf shot at Brian..." and then the player who owned Brian could decide whether and where it hit.

Basically in this sort of thing go with your instinct; it seems silly to walk on eggshells over something small and non-harmful, and if the other player has a reason for things going differently they're free to make an objection.
