I never got that problems on my Windows Vista laptop, with Oddworld Abe's Oddysee.
You should use Windows XP (Service Pack) 2 compatibility mode, I'm sure it will work.
Update: Once I've used Virtual PC 2007 to play Abe's Exoddus, it worked on a Windows 98 system.
