Yes, cities will be built, but in certain areas, and those areas will be semi-instanced so they won't just litter the land. I assure you, it will not be like Star Wars Galaxies. Plus I'll accept any MMO that isn't WOW as long as it doesn't suck. Sadly, my criteria is hardly met.
