Rep power is rep you can give.
Reputation (The number when you hover your mouse over yon green box) is rep EARNED.
These two as far as I can gather work parallel to each other so if someone with 6 rep power gives you rep you get six rep. It's actually quite simple once you get your head round the initial strangeness. New ideas ftw. (Note I am not saying this JUST because I somehow have 17 rep today.....well maybe.)
