The problem with OWI is probably mostly financial. The video game market isn't as big as the film one, though it's growing. Considering the amount of money OWI puts into what they do, the income that does result doesn't give them masses to work with in comparison to huge companies like EA, Nintendo etc. So obviously things are going to be difficult. They were obviously having problems after SW, so they decided to change the plan. With the money they had, it would be more practical to to be an IP machine as BM said than for the company to program it's own games and all itself, as then they have to put more work and money in for what essentially may not be that different an effect, as since the main point of Oddworld is getting the story and views out, then spending less money on programming etc. and spending more of this on development of characters and story makes more sense to them.
