True, but in a generation there won't be many new addicts as people won't see it worth the effort of committing a crime.

What I was saying is that for some, the allure of taking part in an illegal activity is too great to resist.

I agree, but, once again, surely you'd just go do something equally illegal and much more fun, like Ice or train-surfing?
