In what country? If someone litters the place up around here and gets caught, you get a ticket and a polite request to clean it up. The day the police starts going around town with a garbage bag in one hand and a garbage picker in the other is the day I do not want to join the police force anymore.

I guess I should have been more clear.
When I said cops were janitors with guns, what I was trying to say was that all they do is spend their time cleaning up other peoples messes. Emotional or violent, a mess is a mess.
