Actually, I think I had came across a few blind Mudokons outside of SoulStorm Mines...
I believe that some blind Mudokons can used outside of the SoulStorm Industery if the Glukkons didn't want the Mudokons to see what exactly they were doing. It could be possible they wanted to use a blind Mudokon in MO at some point.

If do you remember, in the good ending of AE, there are some blind Mudokons (especially that who is working at the Alf's Rehab & Tea). So it's possible some Mudokons was captured by Glukkons for their factories or it's possible they are the same of AE's good ending (I mean the blind Mud in the pic).
